Good. It seems unrealistic for a city like St. Petersburg to swap sides (not criticising Karlheinz here!) and it also seems wrong that a huge garrison could be overcome with one unit and a little cash. Coastal cities are virtually un-defendable. Also if you can't trade techs it seems mad to be allowed to steal them. I'm glad this unit has been replaced.
