Germany is also surprised and upset that the US has suddenly announced this tariff when its traders are already in transit to this destination. If we had known of the tariff to begin with the traders may well have been sent elsewhere. Germany also understands that New York is a profitable payoff destination even with the tax and the USA can charge what it likes and the traders will still probably come. Would the US be prepared, for the sake of international goodwill, to suspend the tariff for perhaps five turns to allow traders that may have gone to other destinations but are now committed to going to New York to still turn a tax free profit? After that time we all know the price of trading with America and can decide if the payout will be substantial enough to warrant the tax.
EDIT: New page. Soviet Union to play.
