Its hard to say for sure. Both sides have had some major successes. Ultimately the North has to take the war to the South and capture a large number of its key cities to win while the South can win by preventing this from happening, or by capturing on or two key Northern cities. Although the North has an edge in industrial output it will need to sacrifice more men in the offensive so the game is more balanced than it may first appear. My current assessment is a draw, but I hope I can change that!

A huge fleet of River Ironclads moved up the Mississippi River and finally destroyed the river fort near Cairo. The giant cannons sunk 5 confederate Ironclads.
Then the river was free and CSA forces attacked Cairo and destroyed 3 Infantry regiments, but there are still units inside, so they withdrawed.
On Cumberland River a union river transport was sunk.
West of Chattanooga 4 infantry were destroyed.
4 pillaging units around Norfork destroyed plus the transport which brought them on land.
Near Harper´s Ferry 2 pillaging units destroyed.
It seems that the Union changed their tactic.

The Army of Illinois crosses the Mississippi at Cairo and begins its advance south. One Tennessee State Militia regiment destroyed. The Confederate Corps north-west of Bowling Green makes an astute move forcing a reaction from the Army of Tennessee. A battle is expected.

One Tennessee State Militia destroyed in the pass south-east of Charleston, West Virginia. The battle with the isolated Confederate units north-west of Bowling Green looks set to continue as Union reinforcements arrive. Union forces from all over the Mid West rush to get in position to isolate the Cairo bridgehead, only to find the Rebels have cut their own line of advance. Encouraged by this show of weakness General Rosecrans is ordered to continue his advance into western Tennessee. General Grant continues to push on through the mountains of eastern Tennessee. Seeing the danger in Pennsylvania General McClellan orders reinforcements to the Cumberland area.
To road to Cairo was cut to protect the wounded units. Is this a sign of weakness? We´ll see

Some of the Northern press are now openly stating that the war is un-winnable and that President Lincoln should bring an end to the senseless bloodshed and accept the Confederates Succession from the Union. Lincoln, badly shaken from the recent setbacks, vows to fight on. "The Rebs may have won the battle, but we shall win the war!". Lincoln accepts that mistakes have been made. Lessons will be learned!
