    This is a scenario for CIV2 Test of Time. It takes place in 2039AD,
    after a global pandemic that killed 70% of human life. In the ruins
    society has sprung up again, and now groups of people have reverted
    back to the hard and fast rules to govern life and survival...

    Around the former USA, various new nations have formed, with none
    but a few diehards wishing to return to the previous federal rule.
    With power as a goal, many groups see now a chance to build a new
    united hegemony based on their own worldviews and ideologies...

    This is an epoch of the strongmen. A time where mercy is a rarity.
    Into that ruthless arena you now step. You will take command of a
    post-disaster nation, and carve out your own survival and perhaps
    even a new empire in the desolate ruins of the once great land...

    You can choose the path of reconstruction - Your efforts will lead
    to shining cities once more teeming with life and culture. Or you
    can play as a warlike tyrant, with cities, riches and populations,
    ripe for the taking. How you play "AK" is up to you - Good luck!
    I have been playing a very enjoyable single player game of this scenario and I think it would be very well suited to multiplayer. Who's up for a game?

    Oh, I've never even heard of this one before, but seeing as it's a Curt Sibling Scenario, count me in.

    Edit: It's a fresh one, that explains it. I'm gonna give this one a quick go in single player before I decide a faction.

    This really is a very good scenario and I'm certain it will work very well as a PBEM game. Any more takers.

    I'm still on for this one.
    I'm leaning on the Supreme Nation, but I'm willing to switch around if it'll get more people to join.

    Welcome aboard! I think we could leave the Indians to the AI and maybe the Outlaw Bikers too. The Aryan Legions and Confederationists should be human though. Any more takers?

    I would propose the house rules:

    - No railroad building

    - Only AI can be bribed / Incited to revolt

    - Plus the usual house rules

    Agree, with at least 2 players more for the aryans and the confeds is enough

    Btw I’m not sure about this house rule, I find it unbalancing, the profits you get compared to the investment can be huge; for example you can buy a city for 450 with all its expensive improvements in it like a SDI defense worth it 1000, not to mention the garrisoning units or wonders…I think you should annex cities only by conquering them by force, what do you think?

    Yeah, I would have to agree on limiting the use of spies to sabotage missions only. With their para-drop ability it could be easily exploited to bribe strategic cities early on in the game.
    I'm open to allowing them to bribe lone AI units though.

    By the way, any rules on terraforming?

    According to the readme: Use Slaves/Engineers and perform the reconstruction evolution = Plains > Forest > Rural Huts > Urban.

    So maybe we could allow this

    We should obviously wait a bit more, but if we really can't find anyone else to join I could take the ConFeds instead so that we at least have the three major powers.

    How are Hotseat games usually affected by the difficulty setting?
    Would the AI nations and Barbarians be more of a challenge if we put it on diety?
