Yes, it is a little tricky to define. I would say your first example is still a kind of rush building if you rush a cheap unit then change to one that costs the same as the city produces in a turn. I can also see that without incremental rush building some units (like forts) are so prohibitively expensive it makes them almost impossible to build. I'm happy to carry on as we have been in this game, but if we ever play Imperialism again I would look at altering the unit costs a bit and introducing a ban.
Don't get me wrong here. I'm not suggesting incremental rush building is cheating. It is just very time consuming and when there are lots of cities to manage it becomes a very tedious task which I'm sure contributes to some players shying away from playing their massive turns. If the units costs were set to reasonable levels there is enough surplus cash from trade to allow old fashioned rush building. This would make the city administration side of the game a lot more manageable.

There seems to be some sort of irregularity with a terrain square near Winnipeg. The square always claims to be "Coal Fields, River" (which is strange) and it changes graphics. I've attached a selection of screenshots. This also occurs when I open the game as the Spanish.
