Personally, I would prefer .hot, but I guess we'll take a vote on it.

.hot absolutely. So much more hassle using .net.
I prefer hotseat too. Network is more compatible with CivDip but that utility does not work for many people with Vista or Windows 7.

I might be mistaken, but apparently the Red Empire begins the game when in hotseat mode.
So, do you want me to start this in .hot mode in the intended order (by starting from a singleplayer savegame) or do the Russians go first, then?
Also, will we be using civ2 unlimited? I would recommend it because I can see massive military buildup in this scenario's future.
Is everybody able to use civ2 unlimited? I am.

I can run Civ2Unlimited. Whichever nation you pick first from the list will start the scenario. The others will follow on in the normal order regardless of what order you pick them in.

So, can all units be traded or only those which do not have events attached to them?
As a reminder, the following units have events attached to them:
Stratofortress
Drakan
Carrier (Reich only)
Super Carrier
Eisenhower MBT
Red Dreadnought
Geist fighter
Also, I would like to propose another rule:
No offensive railroad-building.
I seem to recall the trouble with railroads being that they can be used to funnel a huge military force into the heartland of the enemy instantly. So I'd say building railroads connecting to foreign cities or rail networks (without the consent of both parties) should not be allowed, and even if war breaks out and a city is conquered, connecting it to your rail network on the same turn should also not be allowed so the defender can react by pillaging railroads etc instead of getting wiped out in a single turn.
Whatever rules you invent to circumvent the problem of offensive railroads they will most probably remain an issue. We had that with brownman's burden even after the building of railroads had been made impossible altogether (because of preexisting ones).
Even forbidding the connection of national railways there is still a chance to conquer a coastal city by sea or air attack, unloading all offensive power there, and use the enemy's railways to wipe him out in a single turn before he can react.
