Germany's demographic ambition will not be stopped.
Germany, not one of the traditional colonial empires, has come up with a new, more prudent way of shaping her future.
Realizing that large multiethnic empires spell doom for the dominant and ruling race which they dilute, as was the case from the Romans to the Ottomans, Germany has decided that her ambitions would not lie in seeking to control resources on the far side of the globe, but to harvest the greatest resource of all: The Germanic people.
It is her manifest destiny, the inevitable course of history to come, and only territorial ambition.
Therefore, to unite Germans with their long-lost brethren in Europe, Germany has the following announcements to make:
Germany will re-unite with Austria in the near future.
Germany proposes the following deal to Russia: In order to ensure that our nations do not unnecessarily come into conflict, Germany will occupy Lithuania (Memel, Kaunas) and in return will not object to Russia occupying Latvia (Riga, Daugavpils). A population exchange program will ensure that citizens of both Germanic and Slavic stock will end up on their respective sides of the border.
If these wishes are granted, Germany sees no need for further expansion, as our lands are plentiful, as are our harvests and as is our hospitality. The only thing we are lacking are our brothers and sisters on the far side of historic, insignificant borders.
