    It's very important that you study the house rules, and learn how the Victory Point system and the proxy wars system works. Good luck!


    House Rules

    Generic house rules:
    01. No tech trading.
    02. No reloading!
    03. No terraforming.
    04. No rehoming of trade units.
    05. No 'square stealing' from the AI.
    06. No air protected land/sea stacks.
    07. No "freezing" of airplanes.
    08. No ship chains.
    09. No building of new cities. Only re-creating razed ones alowed.
    10. No airbases in adjecent to each other or a city.
    11. No artificial creating of ZOC with units.

    Scenario specific house rules:
    12. No bribing of cities or units (Spain may be bribed in 1981 by NATO).
    13. No bribing of other than the AI pro-countries allowed. Nor may Non-aligned be bribed. A state of war between human civs is the exeption.
    14. No trading of NATO with the pro-soviets, and vica verca WARPAC may not trade with the Pro-Westerners. Everyone may trade with the Non-Aligned. China/Brazil/India may trade freely world wide.
    15. No war ships may cross straits owned by a foreign power (i.e. the Bosphorus Strait (Istanbul), Suez Canal, Panama Canal, Kiel Canal, Gibraltar strait, Øresund (Copenhagen) etc.).
    16. NATO can only build it's USA units in America and likewise it's European in Europe.
    17. No use of missiles in a proxy war
    18. NATO and WARPAC may station 2 units of their choosing in any of their pro-country (read "How a proxy war is won" in the Proxy War section).

    Unit house rules:
    19. No Jet bombers and Long Range Bombers on Carriers.
    20. No more than 5 units on the regular Aircraft Carrier and maximum 15 on the NP supercarrier.
    21. No ICBMs on Aircraft Carriers.
    22. No ballistic missiles on submarines until you've researched "Submarine-Based Nukes". And subs may not carry ICBMs, only MRBMs and Cruise Missiles.
    23. Once discovered "Submarine-Based Nukes", you may only have 1 MRBM in a sub, or only 4 cruise missiles. You can't combine them in one sub (remember that missiles must be loaded inside a city).
    24. No "flying" of missiles from sub to sub, carrier to carrier, or city to ship. Missiles must be loaded inside a coastal city.
    25. No using of missiles for reconaissance. For that you use aircrafts, and then especially the recon aircraft.
    26. Only the recon aircraft may do aerial incursions into enemy territory during recon missions.

    Diplomatic house rules:
    27. Every civ may sneak attack, but only with conventional weapons. Nuclear weapons may first be used on the second war turn.
    28. WARPAC can not declare war on the pro Soviet civ and vice verca NATO may not declare war on the pro Western civ.


    Victory Point System
    In Multiplayer this scenario is won by a system of victory points. This to avoid a certain nuclear holocaust, and to make the scenario more of a struggle to keep the peace than to be the first one to start WW3.

    The civ with the most victory points upon ended game wins. Score is to be kept in full honesty between the players during the game, with updates on the respective players' point situation after each played turn. Everyone start at zero points.


    Diplomacy points
    -50 points for declaring war without a legitimate casus belli.
    -25 for provoking the other civ to declare war.

    Civilised points
    +0,5 point for every trade route established for WARPAC and NATO. China, Brazil and India gets +1 (zero points for trading with your own civ).
    -1 point for every pollution square within you territory. In case of a nuclear attack the attacker get's -1 point for every pollution square created in enemy territory (points given back upon cleaning).

    Technological points
    +2 point for every civil tech discovered.
    -2 point for every military tech discovered.
    -5 points received for every ICBM built after having discovered Tsjernobyl Lesson.

    War points
    -10 points for every nuke used (minus points for caused pollution in adition).
    +2 points for every city won through proxy war.
    +1 point for capturing a human city using conventional weapons.
    -5 point for capturing a human city using nuclear weapons.
    +10 points for capturing an enemy capitol city (points lost upon enemy recapture).
    -10 points for losing capitol city (points won back upon recapture).


    Proxy Wars using the shield system

    How to start a proxy war
    Proxy Wars are started using Dario's Diplomacy tool (rember to save from both civ sides). You force war, and before you save your turn force peace, so that the AI won't attack you from another pro-country independent of the proxy war you're fighting.
    If a player decides to start a proxy war, he must announce this 3 turns before he sends his units from his home ports. This gives the opposing side time enough to scramble troops for a counter move to the same country.

    What you may bring
    A player may only bring with him x100 (planes count x200 (including helicopters), ships nothing) worth of units in terms of shields of what the actual city size is. If a proxy war is started in a size 5 city, the player is allowed to bring with him 500 shields worth of units.
    Whole countries are represented, so if the country has more than one city, the city sizes are added together as one city size to determine how many shields may be brought along.
    If you lose units in the fight you may send in aditional reserve forces. You can send unlimited units into the territory, as long as you stay within the shield limit.

    How a proxy war is won and what you do afterwards
    A player may claim victory in two cases

    1. Annihilate the enemy force.
    2. Capture and hold all cities for 5 turns.

    After winning the war, the nation must be handed back to the respective minor ally. After this a new proxy war can't be started for another 6 (1 game year) turns by the opposing side, so that remote participants in a future proxy war can prepare for the next assault.
    Once handed over the player may start to trade with the city.
    The victor of the proxy war may station 2 units, including planes (in which case he may build an airbase within the country's border), of his chosing in the country after having won the war. These units would then be alowed to be used in adition to a possible new proxy war in that country.
    If a city is captured, you may not build anything in it, only city improvements.

    What countries you may attack
    In general all "Pro-" countries are subject to proxy wars (exept Cuba and Chile), but for the mentioned on the excluded list the player get a legitimate chance to declare war on the opposing side, without loss of victory points (VP). In this situation it will be regarded as a provocation by the opposing side and he will suffer -25 VPs in accordance to VP rule #2.

    What China/India/Brazil may do
    China, India and Brazil may keep the cities they start proxy war in. But those areas are of course then again subject to counter proxy wars from both the Soviets and the NATO. But they as well should be careful starting proxy wars with nations on the exeption list...

    I, as India, the last civ to play, will keep track on the VP sitation. You need report your VPs aquired or lost on each of your turn posts. Like this for example:

    NATO VPs this turn:
    -6 trade routes established = +3 VPs
    -1 civil tech discovered = +2 VPs
    -2 pollution squares = -2 VPs

    Altogether = 5 VPs (-2 pollution) this turn.

    Read the rules so if I understood it well;

    In peace times I can bribe pro-nation cities right? A bit strange…

    NATO and WARPAC can trade with Barbarians, India, China and Brazil right? If yes then I think we should give +1 point for establishing trade route only with a pro-nation instead of 0.5 to encourage proxy wars system. Also 0 point for establishing trade route with your own country.

    Now you fight yourself the proxy war against the AI rogue nation (when invading) and supporting human opponent right?

    About what you can sent to proxy wars; any kind of plane counts has 200 shields? Also weird…

    Free zones for proxy wars are then Africa and South/Central America with the exception of Cuba and Chile right?

    No complain about the scenario, it looks great!

    I would like to start right away, but an events.txt error occurs when I start the scenario.

    Is anybody else experiencing this?

    I agree. +1 for a pro nation, and 0 with your own civ. And I'm willing to discuss the case of bribing.

    Yes, now you fight against an opposing human in limited war.

    No, planes do not count 200 shields per se, but planes count double (x2) the amount of it's actual shield size. So a plane for example that costs 100 shields, will count as 200 shields.

    @Eurisko/Atze:
    I noticed the event error myself. Apparantly I forgot to change a unit name in the events that I changed in the rules. Error fixed, J-8 added as Chinese special unit (removed Chinese inf) and the updated 2.2 version is to be downloaded at the wiki site.

    And rebel, on second thought, you already get points for winning proxy wars, so it kind of superflous with extra points for trading with them. I'll change it back to how it was initially, +0,5 for NATO/WARPAC and +1 for the others, regardlessly.

    Freedom, sovereignity, brotherhood!

    The people's demands!

    The people of the Soviet Union, and indeed of the whole world are fed up with America's rampant imperialism, which they thinly veil with a facade of altruism.

    Dear United States and her cronies: Dividing people and then pretending to be their savior, giving them loans they cannot pay to wage civil wars of your making only to make them slaves to your corporate world when the time of their bankruptcy comes is not the way you will eternally reign the world. Almost every child in the sphere of western influence is born with debts he cannot hope to ever pay, only to eventually point a rifle at his brothers and sisters because of differences not of his own making.

    This is unacceptable, and the Soviet Union will fight with all we have against such underhanded and inhumane methods.

    Let it be known that the Soviet Union is against artificial divisons of land, against enslavement of ordinary people, against the formentation of civil war for personal gain, and therefore, against the current politics of the western world.

    Therefore, the USSR have prepared a list of demands to curb global imperialism and return local power to the local people, and not some shady cabinet in DC:

    1. The US must stop illegally occupying Okinawa and Panama.

    2. Britain has to forfeit her illegally gained rights over Hong Kong. It is rightfully Chinese, and we support comrade Xiaoping fully in his quest to reunite China.

    3. The US must withdraw support for Taiwan. It is rightfully Chinese, and any artificial divides between brothers created by western warlords can only anger the red bear's brother, the red dragon.

    4. The US must withdraw her support for Pakistan. The USSR cannot and will not accept a divide between brothers based on such primitive factors as religion. The democratic India and her citizens shall not be kept from embracing their muslim brothers to the west by an autocratic madman on DC's payroll. Similarly, Bangladesh must also be reunited with India.

    5. The US must immediately cease all colonialism in south America and respect the sovereignity of Latin American nations. Not the US is the master of all the western hemisphere, the people's will must be respected, and all the chains which run from Brasilia, Bogota, Caracas, Lima, La Paz, Buenos Aires and Santiago to DC must be shattered so that the people can be free again.


    Victory in the past, victory in the future!

    The Union and the world...

    USSR-NATO relations:

    Our relations will remain icy unless you see how wrong your ways are and cease all imperial ambitions.

    However, the USSR is not interested in a nuclear holocaust. We want to save the people, but not sacrifice them in the attempt. Therefore, we strongly suggest that there be a detente between our blocs, and all hostilities be carried out in other nations as proxy wars.

    Also, the USSR will not accept the blocking of any straits such as Gibraltar, the Oresund, the Kiel Canal, the Bosphorus, the Suez Canal, the Straits of Malacca, and Panama. The USSR will also make sure not to block vital passageways for the NATO and all other nations. Note that this does not include waters which are none of another nation's business, so as much as the USSR would never complain about, for example, the US blocking Hudson bay or the Gulf of Mexico, we expect the US to respect our control of the Black Sea and the Baltic.

    We ask the US not to be alarmed because of our northern fleet having left Murmansk harbor, they are only conducting exercises up there and will not penetrate too deeply into the Atlantic. On this note, please do not block the waters north of Norway (unrealistic anyway because in real life the whole north pole is up there).

    Also, please do not block 149, 61, it connects Bulgaria to the rest of the USSR.

    Overall, I hope we can have an enjoyable game without underhanded methods such as blocking, etc.

    USSR-China relations:

    The USSR is deeply troubled about the Sino-Soviet split, and more than willing to fix the relationship between our great socialist nations.

    We have removed the border guards in central Asia to show our goodwill, and as you see we oppose western imperialism in Asia, just like you do.

    We fully support China's aims of reuniting her people with their brothers in Taiwan and Hong Kong.

    Hopefully, our relations will improve over time. China is encouraged to trade with the USSR as much as she can.

    USSR-India relations:

    The USSR has the utmost respect for magnificient India. Decades ago she threw off her shackles of oppression when her brave citizens refused collaboration with the warlord occupiers in London. India is a prime example for resistance against imperialism.

    Sadly, Pakistan and Bangladesh seceeded from the newly born India, as western agents sowed distrust among the muslims of the subcontinent. The large muslim population of the USSR shows that such divisions are artificial nonsense created by western warmongers who love nothing more than their philosophy of divide and conquer.

    Therefore we fully support India's reunification with Pakistan and Bangladesh.

    India is also an important trade destination for us, and much will come of our relationship in the future.

    USSR-Brazil relations:

    It is regrettable that your great and exotic nation is chained to the White House, not like the proud country it is, but like an obedient dog.

    We believe that the US have pushed south American countries around for long enough, and that now the time has come to rise against the diabolic oppressors of north America.

    The Soviet Union fully supports all Brazilian ambitions to wrest control over her country and her continent from the sworn enemies of the small man.

    Latin Americans rule Latin America. American collegeboys can go home.


    Communism: Join the party!

    I tried to open your file and it seems corrupt. When it suddenly opened and all civ's played without me touching a button, it seemed you played from the wrong version. The latest version is v.2.2, where the chinese inf is replaced with the js-8 as their special unit.

    I did play from the latest version of the game, and I can open the game just fine as China.

    The cities are filled with Light Troops instead of J-8s, and generally everything seems alright.

    Are you sure that you opened the turn as China, and not India?

    Also forgot to mention a square of pollution next to Leningrad.

    The People's Republic of China

    The Dragon is sleeping, peace over the world. But his dreams are troubled. Peace is disturbed. In his dreams a blue and a red kraken are fighting over the world destroying everything in their paths. Both krakens say that they want to bring peace and the best for all people but if one of these krakens speaks the truth he cannot tell in his dreams. There are little needles in the dragon's flesh, one at his belly, one at his chest. They are in the blue krakens grip and they torment him and disturb his dreams. The other kraken does not torment him so much. Often, they have spoken together and sometimes they were good neighbours but since some time the dragon doesn't understand the red kraken any more. This also troubles his dreams. He wants to get back to how it was before when they were good neighbours. But this will take time and a lot of speaking but the path is paved in his dreams. The kraken again speaks in words he can understand.
    Oh you krakens, don't wake the dragon.
    Pull out these two needles you blue kraken so that the dragon can rest.

    Allright, now it works. Don't know what happened when I tried to open it. Anyway, don't mind me, just had to check everything was in order.
