There was a reason we implemented it in the first place. People are more cautious, and agressive and unrealistic ww2 blitzkrieg is avoided. Now war is hell.
It always is ...
But well, let's see. Judging from the knowledge I gained in SPing this scen I hardly see where any conflict should escalate into war for there are tough defenders and extremely weak attackers plus slow research and then this house rule.
I am thinking about betting that there won't be any war in this PBEM...

I noticed Steffen's sneak attack and quick advance. That's exactly what it is ment to prevent. No nation collapses in the first turn of the war.
Erm, thing is, Russia undoubtable was aware of this 'sneak' attack for some turns ago. The unprovocated capturing of Vietnam by British and Japanese forces, that was a real sneak attack © by Austrians.
